About FedPlanDB

FedPlanDB is a static site generated from publicly available U.S. Office of Personnel Management (OPM) files. It tracks every plan option in the Federal Employees Health Benefits (FEHB) Program, the Postal Service Health Benefits (PSHB) Program and the Federal Employees Dental and Vision Insurance Program (FEDVIP), and charts how each option's premium has changed year over year.

How plans are identified

An FEHB/PSHB plan option is identified by its two-character plan code plus the enrollment-code group: codes ending in 1/2/3 (PSHB: A/B/C) are one option and 4/5/6 (D/E/F) are the other. For example 104, 105 and 106 are Blue Cross and Blue Shield Standard Option for Self Only, Self & Family and Self Plus One. Because OPM keeps enrollment codes stable across years, this lets the same option be followed through renames and carrier reorganizations. FEDVIP options are identified by plan name and High/Standard option; dental premiums are shown per rating region.

Which premium is charted

  • FEHB: the headline figure is the biweekly employee share for active non-postal federal employees. Through 2024 OPM also published separate postal rates (category 1 and 2); from 2025 postal workers moved to PSHB.
  • PSHB: the biweekly employee share for active postal employees.
  • FEDVIP: the full biweekly premium (there is no government contribution). Dental plans default to the lowest-numbered rating region; use the rate type selector on a plan page to view other regions.
  • Every plan page also lets you switch to the government share or the total premium, to monthly rates, and to any other rate type published for that plan (annuitant, TCC, former spouse, FDIC, tribal, postal, temporary employees).

Caveats

  • Self Plus One enrollment was introduced in 2016, so those series start then.
  • TCC and former-spouse rates include the 2% administrative charge OPM publishes and are monthly only.
  • Where a plan option was renamed or its carrier reorganized, the page shows the most recent name and lists earlier names in the History tab.
  • Benefit summaries are shown for the most recent year available and are a subset of the OPM plan-benefits file; always confirm with the official plan brochure.
  • This site is not affiliated with or endorsed by OPM. Figures are transcribed automatically from OPM publications; see the source files for authoritative values.

Rebuilding

The generator lives in website/_build/. Run parse.py to re-ingest the opm_puf/ and opm_premiums/ folders into out/dataset.json, then render.py to regenerate the pages.
